10 Years in the Making! Governor Stephen Sang Reveals Long Journey Behind Completion of Nandi County Assembly
The reported 10-year construction period for the Nandi County Assembly has drawn attention to the challenges of delivering major public infrastructure projects under devolution. Official audit records document substantial delays in the construction of the modern chambers and offices, including a contract valued at approximately KSh 469.47 million and a completion level of 75 per cent by June 2022. The project demonstrates the importance of sound planning, reliable financing, effective contract supervision and public accountability. It also highlights the potential benefits that a completed assembly building can provide through improved legislative work, public participation and representation.

The construction of the modern Nandi County Assembly chambers and offices has been a long-running development project, attracting attention because of the time taken to deliver the facility. Public records show that the contract for the modern chambers, offices and auxiliary amenities was signed on December 30, 2016, with a contract sum of approximately KSh 469.47 million. The planned construction period was 106 weeks, with completion initially expected in October 2018.

The difference between the original deadline and the much longer period associated with the project's completion illustrates the difficulties that can arise when public infrastructure projects fail to meet their schedules. For residents of Nandi, the prolonged construction has raised important questions about the management of public resources, the efficiency of county institutions and the delivery of development promises. The establishment of county governments following the introduction of devolution in Kenya created a need for stronger administrative and legislative infrastructure. County assemblies became essential institutions for passing county laws, approving budgets and holding county executives accountable. The modern assembly project was intended to provide improved chambers, offices and supporting amenities. Such a facility can help elected representatives conduct debates, consider legislation and scrutinise public expenditure in a more organised environment.

However, the project did not follow the original construction schedule. The Auditor-General's report for the financial year ending June 30, 2022, recorded that only 75 per cent of the contract value had been certified as completed by that date. The audit also identified a delay of 195 weeks against the contractual completion period.

These figures demonstrate the scale of the delay and explain why the project became a subject of public interest.

In Nandi County, Kapsabet serves as the county headquarters, and the assembly requires appropriate facilities for members of the County Assembly (MCAs), committee meetings, administrative staff and public participation activities.Governor Stephen Sang has been at the centre of Nandi's development agenda during his tenure, with his administration responsible for pursuing projects intended to improve public services and administrative capacity.

The reported statement that the County Assembly's construction took 10 years to complete highlights the frustration that can accompany prolonged infrastructure projects. When a public building takes much longer than anticipated, residents are entitled to ask why the original deadline was missed and what measures were taken to ensure that the project eventually delivered value for money. One of the most important issues surrounding the Nandi County Assembly project is the financial impact of the prolonged construction period.

According to the Auditor-General's report, the contract sum for the modern chambers, offices and auxiliary amenities was KSh 469,469,934. By June 30, 2022, work valued at KSh 350,164,330 had been certified, representing 75 per cent of the contract sum. These figures provide a useful picture of the financial commitments involved in the project. They also demonstrate why timely construction is important when public money is being used.

When construction takes longer than expected, a project may face additional costs arising from inflation, changes in building requirements, delayed payments and the need to maintain or repair unfinished sections. Contractors may also face financial difficulties when payments are delayed, potentially affecting their ability to purchase The Auditor-General's report identified another concern: the contractor had not provided a renewed insurance guarantee by the time of the audit in August 2022, despite the earlier guarantee having expired on June 1, 2022. The report described this as a breach of the applicable requirements.

Such issues underline the importance of effective contract management. Insurance guarantees and performance bonds help protect public institutions against certain risks associated with contractors failing to fulfil their contractual obligations. The County Assembly is more than a place where elected leaders meet. It is a central institution in the implementation of devolution and the representation of local communities.

MCAs perform three major functions: legislation, representation and oversight. They consider proposed county laws, represent the needs of their wards and scrutinise the activities of county departments and other executive institutions. The assembly's annual report for the year ended June 30, 2023, described the construction of the modern chambers and related amenities as a major development project. At that time, the report indicated that the building was approximately 95 per cent complete.

A well-equipped assembly can improve the working environment for MCAs and administrative staff. It can also provide better conditions for committee meetings, public hearings and engagement with residents.Construction projects can also create economic opportunities for local communities.

Building work requires labourers, engineers, technicians, suppliers, transport operators and other professionals. Local businesses may benefit from supplying construction materials, equipment and services.

The Nandi County Assembly's annual report for 2022/2023 noted that construction of the modern chambers and related amenities had created employment opportunities for casual labourers, technicians and professionals in the built environment, while also opening markets for local producers and distributors.Construction projects can also create economic opportunities for local communities.

First, projects should be supported by realistic budgets and reliable funding plans before construction begins. A contractor cannot be expected to work efficiently if funds are unavailable or payments are repeatedly delayed.

Second, county authorities should strengthen monitoring and supervision. Officials responsible for projects must identify problems early and take corrective action before delays become prolonged.Third, procurement and contract management should be transparent. Residents should be able to establish the original contract sum, expected completion date, amounts paid, progress achieved and any authorised variations.

Fourth, public institutions should publish regular progress updates. When a major project falls behind schedule, the responsible authorities should explain the reasons, provide a revised timeline and communicate the measures being taken to complete it.

Finally, completed buildings should be properly equipped and maintained. Finishing the physical structure is only one part of delivering a successful public investment. The institution must also have the staffing, equipment and operational resources needed to use it effectively.Against this background, the long-running County Assembly project is a reminder that development achievements must be evaluated alongside the time and resources required to deliver them.

The county's residents will reasonably want to know whether the facility has been fully completed, whether all contractual obligations have been met and whether the final expenditure represents value for money.

Those questions should be answered using official completion records, final accounts and independent audit findings rather than assumptions. As Governor Stephen Sang's administration approaches the end of its second and final term, the completion of major infrastructure projects is an important part of assessing its development record.

In an October 7, 2026, report, The Star quoted Sang asking residents to forgive his administration where it may have failed to meet their expectations. The report also noted that he had acknowledged the difficulty of fulfilling every promise made during his time in office
