Ruto, Raila put in place strategies to support each other a head of 2027 elections

President William Ruto and former Prime Minister Raila Odinga have made clear signs that the ruling UDA and ODM ruling is on the political coalition towards the 2027 general elections. The two leaders have announced a plan to hold joint meetings of the Kenyan Parliament and the ODM quarterly to evaluate the implementation of a contract of 10 elements between their parties. 

This is happening as the president is doing anything to stop the opposition to the political agreement between UDA and the ODM, as a strategy to persuade the Orange party which still has a major support in the areas of Nyanza, West and Coast. Internal sources say that the president is aimed at addressing complaints raised by some ODM officials, including compensation for protest victims, more resources to the county, as well as ending the killing and kidnapping associated with police as a means of controlling his political agreement with Mr Odinga.

ODM Secretary -General Edwin Sifuna, who appears to be supported by Mr Odinga, has been at the forefront of pushing the ODM to withdraw from the agreement because the UDA has failed to implement the agreed. ODM under Mr Odinga has stated that the full implementation of the Treaty (MoU) of the 10 elements will determine the possibility of a pre -election union of 2027. 

The party also believes that advocating for President Ruto is only possible if the agreement is implemented. President Ruto and Mr Odinga on Wednesday formed a technical committee of five members to oversee the implementation of the 10 elements as well as recommendations of the National Committee Report (NADCO) report. NADCO was a two-way negotiation between Kenya and the Union-One Kenya Declaration following protests led by opposition in 2023.

The technical committee will be chaired by former ODM Senator Agnes Zani and includes Fatuma Ibrahim, Kevin Kiarie, Gabriel Oguda, and Javas Bigambo as members. The NADCO report proposed major reforms, including the establishment of the official opposition office and the Prime Ministers Office. 

Many proposals for the report except to change and reorganize the Independent Electoral and Boundaries Commission (IEBC), have not yet been implemented. In addition to promising to ensure the full implementation of the NADCO report, the President has also pledged to protect the right to peaceful protests and to compensate for the victims of the protest as well as to fight corruption. Other agendas to be accelerated are the involvement of public services, protecting and strengthening the resolution as well as promoting young peoples lives. Dr Ruto and Mr Odinga, "as party leaders agreed to establish a broader system of cooperation between all political parties and other key stakeholders," says part of the joint statement they signed the two.

The Chairman of the Parliamentary Committee on Budget and Supply Sam Atandi revealed the possibility of the "Ruto-Susha" announcement due to the political alliance between ODM and UDA to help the president get a second term. Alego Usonga MP, who was a foreigner at the Gem Empowerment ceremony, Yala, said the two parties would cooperate and support President Ruto in his second term. "We owe it to President Ruto of Thanksgiving, he stood with Raila Odinga in 2007 in the elections. Raila became prime minister." Uriri MP Mark Nyamita said: "We have never seen a president who cared for us like Ruto. Nobody will make us change intentions."
