COTU Sounds Alarm Over Potential Misuse of Housing Levy Funds
COTU has raised alarm over possible misuse of the Housing Levy following new regulations by Parliament. The union warns the funds could be diverted to unrelated projects like schools and markets. It now wants President Ruto to halt the implementation and protect workers' interests.

The Central Organization of Trade Unions (COTU) has expressed concern over proposed regulations that could open the door for misuse of funds collected under the Housing Levy. The union warned that the new rules may derail the original goal of providing affordable housing to Kenyan workers.

In a statement on Tuesday, COTU claimed that the Affordable Housing Regulations passed by Parliament would allow lawmakers to divert the levy to unrelated projects such as health centers, schools, police posts, and markets. The union argues these fall outside the levy’s core mandate.

 COTU has urged President William Ruto to suspend the implementation of the regulations and initiate a fresh, inclusive public participation process to safeguard the integrity of the programme.

While reiterating its support for the Affordable Housing Programme, the union vowed to resist any attempts to misuse workers’ contributions, insisting the funds must strictly serve their intended purpose—building decent homes.
