Mercy Mwangangi Becomes First Female CEO of SHA, Vows to Champion Health Reforms
Dr. Mercy Mwangangi has officially taken over as CEO of the Social Health Authority, becoming its first female leader. She replaces Robert Ingasira after a competitive recruitment process. The Ministry of Health expressed confidence in her leadership to drive Universal Health Coverage.

Former Health CAS Dr. Mercy Mwangangi has officially taken over as Chief Executive Officer of the Social Health Authority (SHA), becoming the first woman to lead the institution in its nearly 60-year history. Her appointment follows successful vetting by the National Assembly and a competitive recruitment process involving 92 applicants.

 Mwangangi assumed office on Tuesday, June 3, 2025, in a ceremony presided over by Principal Secretary Dr. Ouma Oluga of the State Department for Medical Services. She replaces Robert Ingasira, who had been serving in an acting capacity following the suspension of Elijah Wachira in 2024.

In a statement, the Ministry of Health praised Mwangangi’s leadership and vast experience in health policy and financing. Dr. Oluga urged SHA under her leadership to strengthen its operational framework and remain focused on delivering quality healthcare and achieving Universal Health Coverage.

 Dr. Mwangangi’s track record includes roles at AMREF Health Africa and Pumwani Hospital Board. Her return to the health sector’s top leadership is seen as both a win for gender representation and a critical step in revitalizing SHA’s mission to deliver affordable and accessible healthcare to all Kenyans.
