Senator Cheruiyot Shifts Blame to IG Over Rose Njeri Arrest
Senator Aaron Cheruiyot has defended President Ruto over Rose Njeri’s arrest, saying the IG of Police is solely responsible. He condemned the arrest and urged IPOA to investigate any rights violations. Njeri was detained for creating a platform opposing the 2025 Finance Bill.

Kericho Senator and Senate Majority Leader Aaron Cheruiyot has distanced President William Ruto from the controversial arrest of web developer Rose Njeri, insisting the responsibility lies solely with the Inspector General of Police. Speaking during a live interview, Cheruiyot emphasized that the National Police Service is constitutionally independent and operates without direction from the Executive.

“There is a mistake in assuming there’s a single command in government,” he said, citing Article 249 of the Constitution, which grants the IG full autonomy over police operations. He argued that decisions to arrest individuals fall strictly under the security agencies, not the President.

Cheruiyot condemned the manner in which Njeri’s arrest was conducted, terming it “unfortunate” and calling for public scrutiny of the IGs actions. Njeri, a software developer, was arrested after creating CivicEmail, an online platform designed to help Kenyans protest the 2025 Finance Bill.

The senator called on the Independent Policing Oversight Authority (IPOA) to investigate whether Njeris fundamental rights — including legal representation and family access — were respected during her detention, and urged swift accountability from police leadership.
